Bolaños is recognized as having led significant business reforms and parental choice educational initiatives as Chairman of the Miami-Dade County School Board, the fourth largest in the the nation. Bolaños led Family Health Plan’s Commercial and Medicare sales and marketing operations and moved on to be PCA’s statewide director of marketing when it acquired Family. Bolaños was executive vice-president in charge of governmental affairs, business development and marketing for a start up regional HMO in Texas. He led the company’s expansion from 1 to 20 markets and from 0 to 25,000 members in less than 3 years.

Frances C. Bolaños is a former vice president with Citigroup and is credited with establishing leading insurance sales divisions in Florida and telemarketing teams in Texas. Her professional sales team established national sales records. She contributed to the design of the company’s sales collateral materials. Frances established a leading insurance sales division for AFLAC in Texas. She is a public relations and marketing expert who handles prominent clients, such as the Latin Builders Association (LBA). Frances has carefully orchestrated several high-profile, nationally recognized political and public relations events. She has served as spokesperson for the Latin Builders Association, Citizens for Property Tax Reform and several advocacy groups.
